
In its journey toward becoming a premier smart and sustainable university, Bukidnon State University (BukSU) officially received its Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) Region X in a turnover ceremony during the President’s Day held on February 20, 2026.
The acquisition of the ECC, a legal requirement under Presidential Decree 1586, signified that the university’s operations and future expansion projects have undergone an Environmental Impact Assessment (EIA). This certificate ensures that BukSU has established a comprehensive Environmental Management Plan (EMP) to mitigate potential risks to the local ecosystem.
For a state university, an ECC is a badge of institutional integrity. By securing this document, BukSU demonstrated its commitment to the balanced and healthful ecology enshrined in the Philippine Constitution.
It served as a prerequisite for further infrastructure development, ensuring that as the university grows to accommodate more students, the trees, water systems, and biodiversity of the campus remained protected.
For students across various disciplines, the ECC represents a bridge between classroom theory and real-world application.
Jam B. Cagumbay, a third-year Environmental Science student, expressed pride in the university’s leadership. When asked how it feels to know the university is taking these proactive steps, Cagumbay noted that the institution is practicing exactly what is being taught in their degree program.
“As an Environmental Science student, the whole school campus can be our laboratory… it allows us to study how BukSU plans for sustainable development in real-time,” Cagumbay shared.
Cagumbay further explained that the ECC and its underlying Environmental Management Plan served as a living laboratory where students can observe waste management, energy conservation, and land use in action.
On the role of the youth, Cagumbay emphasized that students must integrate “stewardship” into daily life by practicing proper waste segregation and avoiding single-use plastics.
Sharing this sentiment, a student from the Bachelor of Public Administration (BPA) program highlighted the systematic nature of the achievement. The student observed that the university’s use of solar panels and rigorous monitoring of cleanliness are tangible proofs of the ECC’s standards.
“In a public administration setting, I would present the ECC as a living laboratory by showing how it turns compliance into community learning,” the BPA student remarked.
The student suggested that the ECC encourages participation across all seven colleges, where Public Administration students can evaluate how these standards can be replicated in satellite campuses to ensure the university withstands future circumstances.
Faculty members from the College of Public Administration and Governance (CPAG) echoed the importance of the milestone, viewing the ECC as a framework for policy-driven sustainability.
When asked about the faculty’s role in this new era, Atty. Yammie P. Daud emphasized that they serve as the bridge between the technical requirements of the DENR and the students’ active engagement.
They noted that the ECC provided a roadmap for research and extension services, allowing the faculty to guide students in monitoring activities such as biodiversity counts and water quality testing.
The faculty members stressed that their role is to ensure that the environmental standards are not just met on paper but are embedded in the university’s culture. They aim to use the ECC as a primary case study for teaching how government regulations can successfully drive local environmental protection. (BukSU – Information Unit)
