Planning and Development Unit

The Planning and Development Unit is a pivotal instrument of the university in fulfilling its vision to become a premier institution of innovative and ethical leaders as it journeys towards sustainable development. The Planning and Development Office diligently adheres to established standards, submits critical reports, and actively engages in projects and activities that contribute to the overall success and growth of the university.

The unit’s steadfast adherence to the statutory and regulatory requirements has been a part of its accomplishment throughout the years. Its commitment to compliance has ensured that our institution – the Bukidnon State University, operates within the bounds of existing regulations, fostering an environment of transparency and accountability. This dedication to regulatory excellence not only mitigates risks but also strengthens BukSU’s reputation as a responsible and law-abiding institution.

Moving forward, the Planning and Development Unit remains dedicated in upholding the highest standards, fostering innovation, and actively contributing to the SMART BukSU Agenda by becoming a SMART workforce in the university so that it can effectively serve the community.

Objectives

Implement and maintain a seamless process for higher levels of productivity and sound decision-making based on real-time and accurate information. 

Core Functions
  • Monitoring of Targets and Accomplishments
  • Ensure compliance with regulatory and statutory requirements (NEDA, DBM, AO25, CHED)
  • University-wide activities facilitated by the planning and development office are conducted on schedule (LUDIP, SDP, Target Setting, Investment Programming, OPCR/DPCR Evaluation, MR)
  • Monitoring, revision, and updating of BLUDIP.
  • Submission of Project proposals for approval; RU, EU, & Infrastructure

Personal File
  • A personnel file is created form him/her and all documents relating to his/her job shall be filed, i.e. appointment of service, details of leave application, notices, letters of promotion, etc. All these documents should be systematically filed so that easy reference could be made at any time.
Performance Evaluation
  • The mid-year evaluation will be carried out every January and July.
  • The evaluation of staff performance should be done objectively, accurately and fairly.
  • The head of the office assesses his/her subordinates using the prescribed IPCR to discuss their achievement and shortcomings. It is a must that evaluation is carried out in the presence of the staff concerned, as this will enable the evaluator to point out the deficiency of the employee.
  • The head of office should provide an excellent opportunity to the staff concerned to take remedial measures with a view to improving those areas of deficiency.
  • The head of office should offer advises and encouragement pertaining to improved performance.
  • The factors considered for evaluation are grouped as follows:
Communication
  • Incoming and Outgoing communication must be properly logged.
Supply
  • Use of supply must be properly logged.
Code of Conduct
  • Safeguarding Information. Employees must not divulge records, plans or other data except as necessary in the course of the office, to anyone outsiders without proper authorization.
  • Handling records. Employees must ensure all reports, and the like are factual and accurate. They must not destroy records except in accordance with the university’s prescribed procedures.
  • Use of property and facilities. No equipment, tools, office supplies and facilities can be used for personal purpose without the permission of the head of office. Employees must care and preserve such property at all times.
  • Work time. Employees must not evade their duties or waste time. They are expected to give a fair day’s work for a fair’s day pay. Absenteeism is to be kept at a minimum. Tardiness is to be avoided. Personal phone call must be limited. Employees are to stay on their place work except performance of duties requires.
  • Giving or receiving gifts. Giving and receiving gifts, entertainment or any other benefit is not uncommon in the normal course of business relationships; however, any inferences of an inducement to conduct further business as a result of such benefit should be eliminated. Employees should not give, seek or accept any time of compensation that could be considered an inducement to conduct business.
  • Summation. Employees must maintain the highest degree of honesty and integrity so that the Planning Office can conduct its operation with high degree of professionalism for the satisfaction of its clients.
  • A professional standard of business attire is required of all employee.
University Wide Planning

This procedure is established to ensure that directions and targets are set based on the vision of the university; and to ensure that programs formulated are aligned to these set directions. 

Action Planning

This procedure is established to provide system documentation in the review of accomplishments, address the issues and concerns of the foregoing operational plan, and the identification of the priority targets/objective BukSU to ensure the achievement of the University’s Mission, realization of Vision and the accomplishment of Strategic Goals.

OPCR Quarterly Monitoring and Evaluation

This procedure is established to provide an organized and systematic system in the monitoring and evaluation of the different offices inside BukSU. Monitoring and evaluation of OPCR prevents any inappropriate or inconvenient incident and helps in addressing constraints and challenges that the University might encounter.

Consolidation of Data

This procedure is established to provide an organized and systematic system in the consolidation of data in the Planning Office of BukSU.

Release of Document

This procedure is established to ensure continuous improvement through the management of the release of documents in the Planning Office.

Recent Activities

May 10 - 11, 2023
The 2-day target setting activity for the main campus was participated by 70 designated officials from unit heads, managers, directors, deans, and Vice presidents.
June 5 - 6, 2023
For the satellite campuses, the target setting was enjoined by 101 officials and personnel from the fifteen (15) satellite campuses, campus heads, program heads, SAS coordinators, and selected main campus officials.
October 17 - 18, 2023
Officials from the university conducted a benchmarking activity at Batangas State University and Cavity State University for the infrastructure, admission, and retention, and student welfare, curriculum and general administration of the College of Medicine.
November 28 - 30, 2023
Delegates from the University of Science and Technology of Southern Philippines (USTP) helped the university craft the Information Systems Strategic Plan to ensure approval for ICT projects in the thrust to becoming a SMART University.
September 22, 2023
Bukidnon State University received a commendation from the Philippine Statistical Authority as an Outstanding Partner in Statistical Advocacy - Education Institution Category during the Outstanding Philippine Statistical Authority Stakeholders Appreciation Ceremony. This activity was part of PSA's 10th Anniversary Celebration.
