BukSU Holds Seminar-Workshop to Update Citizen’s Charter

Client Care Center Head Dr. Richard Ian Mark T. Necosia gave the rationale in updating the Charter.

Bukidnon State University (BukSU) convened heads and representatives from various university offices and campuses for a seminar workshop aimed at updating its Citizen’s Charters on September 24, 2024.

The Citizen’s Charter, a requirement under Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, serves as a key tool for government agencies to communicate service standards to the public. Its purpose is to streamline and improve the delivery of government services, ensuring faster and more efficient transactions.

Updating the BukSU Citizen’s Charter ensures that the university remains relevant, accountable, and aligned with its mission and vision.

“Our goal is to ensure that all interactions within the university are clear, timely, and aligned with the evolving needs of the community. From time to time, we need to innovate,” said Mr. Dante S. Victoria Jr., BukSU’s Vice President for Administration and Finance.

The seminar features presentations on an overview of RA 11032 with Dr. Rea Rita R. Muege, Supervising Administrative Officer of the Administrative Division; creation and revision of the Citizen’s Charter with speaker Mr. Domingo L. Ramirez III, Head of the Records Management Unit; and BIR Revenue Regulation No. 2-2023, which prescribes the use of constructive affixture of documentary stamp as proof of payment of documentary stamp tax of certificates issued by government agencies with Ms. Juditha G. Pagaran, CPA, the OIC-Head of the Accounting Unit.

After the presentations, participants engaged in a workshop to draft specific updates for their respective offices. These outputs will be reviewed by the Client Care Center and integrated into the revised Citizen’s Charter.

The Client Care Center, headed by Dr. Richard Ian Mark T. Necosia, is tasked with overseeing the process of updating the Charter.

Through this workshop, I encourage everyone to adhere to the standards and guidelines needed to update. Let us ensure that our systems reflect our ethical standards, uphold the highest level of service integrity, and contribute to fostering a university environment that educates, innovates, and leads,” said University President, Dr. Joy M.
