BukSU, PCC promote equitable business and market competition in Bukidnon

This collaboration with BukSU served as proof of its mission of bringing together the LGU and other industry stakeholders to thrive and create economic development in Bukidnon.

As part of the thorough preparation for this orientation, a dedicated training team from BuKSU went through some training under the Training of Trainers (TOT) program.

 To promote well-balanced business and market competition in the province, Bukidnon State University (BukSU) held the “Orientation on the Philippine Competition Act for the Province of Bukidnon” at the University Auditorium on July 2–3, 2024.

This event was formalized through a Memorandum of Agreement between BukSU, the Philippine Competition Commission (PCC), the Department of Trade and Industry (DTI)-Bukidnon, and the local government of Malaybalay City.

It aims for fair competition and enhancement of regulatory efficiency, fostering a level playing field for businesses of all sizes, whether small, medium, or big corporations, as it aligns with the strategic objectives of the Philippine Development Plan (PDP).

The Philippine Competition Commission (PCC), authorized by the Philippine Competition Act (PCA, RA 10667), has spearheaded numerous advocacy initiatives to enhance market competition

“We had our Training of Trainers (TOT) last November 2023, sponsored by PCC, and we were oriented on the topics that should be discussed during our orientation this month, today, and tomorrow. We were prepared to deliver different concepts and topics. When we had our Training of Trainers with PCC,” said Dr. Carina Joane V. Barroso, BukSU’s Vice-President for Research, Extension, and Innovations.

“We are one of the handpicks of PCC to conduct the orientation for Northern Mindanao. Bukidnon State University was invited to train and to inform different businesses about the PCC as well as the Philippine Competition Act,” she added.

The first day of the orientation was dedicated to government offices and local entrepreneurs. The second day was attended by faculty members, students, and clubs and organizations. During the orientation, BukSU’s faculty member, Dr. Ivan Heinrich I. Villanueva, delved into the fundamentals of market competition.

“Competition will lead to competitiveness. It is crucial for businesses to understand and embrace competitive strategies to thrive in the market,” he said. 

College of Law Dean, Atty. Ophelia Pilar Rubio-Zamora provided an in-depth overview of the PCA and the role of the PCC. 

“It is illegal to be dominant to the detriment of competition and consumer welfare,” she said. 

Meanwhile, VPREI Dr. Carina Joanne V. Barroso discussed the enforcement of prohibitions against anti-competitive practices and promoting fair competition.

“A robust national competition policy is essential for fostering innovation and ensuring consumer protection. It provides a framework for fair and efficient markets,” said Barroso.

The Champions of Competition (COC) project aims to enhance understanding and promote compliance. Enhance understanding through education, consumer groups, and government organizations. Promote compliance by guiding their compliance requirements under PCA to make their business operate within a legal framework or on a legal basis. 

According to the business owner, Mr. Marfiem Cabrisante, it is important to know PCC when starting a business.

“I’ve always wondered what other contents are in the PCC law. Only now did I discover that it includes laws regarding conducting business, which is crucial to follow. It can help my business as it gives me ideas. As a businessman, you shouldn’t act without knowing that your plans conform with the PCC law. For your future business plans, you need to refer to the PCC law to ensure compliance with the regulations,” he said.

Graham Vaughn Ambetic, a student from San Agustin Institute Technology (SAIT) majoring in Business Administration, shared his learnings from the orientation.

“I am taking BSBA; we are concentrated on business, and this is very related to knowing the terms of policies and competitiveness in the market. I’ve learned from the fairness of the market that it must be in fair competition,” he said.

Dr. Analee P. Garcia, SAIT BSBA College Dean, shared her impression: “Same pricing with me; we just matter on the quality of the selling driver that we have right now. So, it is very important that the Philippine Competition Commission is with us, and we look forward to more activities and strengthening the Philippine Competition Commission nationwide.”

This project is also closely aligned with the United Nations Sustainable Development Goals (SDGs), particularly Goal 8, which focuses on decent work and economic growth. By fostering fair competition and promoting economic development, this partnership supports sustainable growth and development within the province and beyond.

As Bukidnon continues to grow its vibrant agricultural sector and diverse MSMEs, the implementation of the Philippine Competition Act will have significant implications. Through this partnership, BukSU, PCC, DTI-Bukidnon, and LGU-Malaybalay are committed to equipping stakeholders with the knowledge and tools necessary to navigate and comply with these regulations, ultimately fostering a dynamic and competitive economic landscape.

Bukidnon State University remains dedicated to its extension agenda, focusing on government management and lifelong learning. This partnership is not only a priority but also exemplifies the university’s commitment to driving positive support for change and economic development in the region. The collaboration between Bukidnon State University and the Philippine Competition Commission marks a significant step in enhancing market competition and regulatory efficiency in the Philippines.
