Non-teaching unit heads and staff of Bukidnon State University (BukSU) participated in a workshop on the Competency-Based Human Resource Management (CBHRM) Manual initiated by the Human Resource and Management Unit (HRMU) on June 25, 2024, at the 4th Floor Research and Extension Building.
This effort ensured that the university’s HR practices were aligned with its strategic goals and the broader objectives of the Civil Service Commission (CSC).
Mr. Dante S. Victoria Jr., Vice President for Administration and Finance, emphasized to the participants the importance of this initiative for BukSU’s commitment to excellence and continuous improvement.
Dr. Xyle Fe Verbal, HRMU Director, highlighted the CSC’s initiative to align competencies into government agencies and human resource systems, starting with recruitment.
The Competency-Based Recruitment and Qualifications Standards (CBRQS) were introduced to enhance the accuracy of assessing prospective employees’ suitability for specific roles.
Dr. Verbal further explained that while the current recruitment system in the Philippines is based on Qualification Standards (QS), this aligns each organization’s competency framework with its strategic objectives, ensuring every employee contributes effectively to its goals.
Dr. Janne Claudian Salvaña, BukSU’s focal person for PRIME-HRM, led the orientation on the Competency-Based System (CBS) and introduced the BukSU CBS Manual.

The workshops aimed to ensure that BukSU’s competency-based HRM framework is comprehensive and aligned with the university’s strategic goals.
The validation process ensured the relevance of identified competencies and maintained consistency and fairness in talent management.
Engineer Rutchelle Bactalan, Project Development Officer I, shared her insights about how the workshop will help the office’s operations.
“It validates our tasks, like how we separate or align our tasks, so at least we know. We’re looking forward to being ready that aligns with BukSU and its mission,” she said. (BukSU-Information Unit)
