BukSU Addresses Public Concerns On Its Infrastructure Projects

Bukidnon State University (BukSU) officials addressed issues and concerns raised by various community sectors during the public scoping session conducted by the Department of Environment and Natural Resources-Environmental Management Bureau Region X (DENR-EMB) on February 13, 2024, at the BukSU Mini Theater.

This public scoping session is a mandatory step for BukSU, as stated in the DENR Administrative Order No. 30 Series of 2003, to obtain the Environmental Compliance Certificate (ECC).

BukSU is in the process of securing an ECC for the Main, Annex A, and Annex B campuses, all located in Malaybalay City. The ECC stands as a testament to the university’s commitment in upholding environmental regulations and in implementing the best environmental practices in its operations.

“BukSU aims to integrate sustainable practices and minimize adverse effects on the surrounding ecosystems,” said University President, Dr. Joy M. Mirasol. “This proactive approach aligns with the university’s commitment to environmental stewardship, ensuring that each project adheres to responsible and eco-friendly standards.”

Participants during the public scoping included representatives from the national government agencies, the City Government of Malaybalay City, barangay officials, representatives from non-government organizations, and members of the religious and economic sectors. Among the issues raised were the impact of the university’s projects on the Sawaga River, traffic congestion, and the potential resettlement of affected residents within the project areas.

According to BukSU’s Vice President for Administration and Finance, Mr. Dante S. Victoria, Jr., the university is compliant with all regulations set by the local government for building projects. Students were also present during the session as part of their environmental impact assessment activity.

“My expectations about this scoping session are that all the queries and concerns of the public will be heard and eventually answered by the professionals. Coming here is part of our subject on Environmental Impact Assessment,” said junior Environmental Science student, Khent Virgil C. Albacite.

Engr. Rowena L. Dorato of DENR-EMB X emphasized that public scoping is a critical requirement in the ECC application as it prepares the proponent to address issues for social acceptability and ensures compliance with environmental regulations and best practices.
