BukSU HRMU invites gov’t inter-agency operations for a One-Stop Shop

To optimize administrative workflows and expand frontline service access for Bukidnon State University (BukSU) personnel, the Human Resource Management Unit (HRMU) convened a Government Services One-Stop Shop on September 16, 2026, at the BukSU Learning Commons.

The single-window service model was implemented as part of the university’s observance of the 126th Philippine Civil Service Anniversary and was designed to reduce administrative friction by establishing a co-located processing site for multi-agency transactions.

The event enabled university faculty and staff to process benefit enrollments, resolve account discrepancies, and perform civil documentation updates without off-site travel.

During the opening proceedings, Mr. Dante S. Victoria, Jr., BukSU’s Vice President for Administration and Finance (VPAF), emphasized the operational imperative of human-centered public administration:

“Today’s Government Services Fair is a beautiful expression of what public service should truly be: accessible, convenient, responsive, and people-centered,” Victoria stated. “Instead of asking our citizens to travel from one office to another, we are bringing all these key services together under one roof.”

Addressing the administrative metrics of governance, the address highlighted institutional accountability and performance evaluation beyond procedural compliance:

“As public servants, we are reminded that every form we process, every question we answer, and every concern we resolve is an opportunity to make government more meaningful to the people we serve. Let us always remember: true public service is not measured by how many signatures we collect, but by how many lives we touch and help.”

The one-stop shop integrated regulatory, financial, and social protection entities to address specific employee lifecycle requirements: Social Security and Statutory Benefits through the Government Service Insurance System (GSIS and the Social Security System (SSS – Valencia Branch); Healthcare and Identification Coverage: PhilHealth and the Philippine Statistics Authority (PSA – Bukidnon); and Financial and Revenue Administration: The Landbank of the Philippines (Malaybalay Branch), Bureau of Internal Revenue (BIR), City Government of Malaybalay – City Treasurer’s Office.

Complementing statutory agencies, private sector entities—including the Bukidnon Government Employees Multipurpose Cooperative (BUGEMCO), Maxicare, and Sun Life Insurance provided supplemental health coverage options and financial planning services.

The one-stop shop served as an operational template for inter-agency resource sharing and public service delivery within higher education institutions.

The HRMU confirmed that the centralized service setup streamlined record updates and benefit inquiries for BukSU personnel and their direct dependents throughout the single-day deployment. (BukSU – Information Unit)
