
Bukidnon State University – Disaster Risk Reduction and Management (BukSU-DRRM) Focal Person, Mr. Rhondell M. Paraiso, discussed the concept of antifragility culture during the Disaster Summit 2.0: Response, Rehabilitation, and Recovery, held on December 2-3, 2024 at the Astoria Regency Hall, Zamboanga City, organized by the City Government of Zamboanga through the Zamboanga City Disaster Risk Reduction and Management Office (ZCDRRMO).
An antifragile culture is about cultivating a mindset and environment where challenges are not seen as threats but as opportunities for growth and improvement.
“The summit aimed to identify applicable strategies for various community sectors, discuss the roles and responsibilities of disaster managers, drawing insights from past natural and human-induced disasters in Zamboanga City, empower communities to ensure safety and sustain best practices in disaster response, rehabilitation, and recovery, and strengthen the institutionalization of DRRM and Climate Change Adaptation (CCA) in daily life,” ZCDRRMO said.
Representatives from city government offices, the academe, volunteer groups, safety and security sectors, barangays, and other related agencies able to learn the importance of fostering an organizational and societal mindset that which not only withstands stress, uncertainty, and disasters but grows stronger in their wake.

Joining Mr. Paraiso as keynote speakers were DRRM practitioners Prof. Jason Keith Boñaga from the Asian Institute of Management (AIM), who addressed Disaster Response, and Dr. Teofredo T. Esguerra, Emergency Management Consultant of the Energy Development Corporation, who discussed advanced life support and rescue operations in austere environments. (Mofel John M.
