ARTA, BukSU discuss academic partnership to advance good governance and regulatory reform

The Anti-Red Tape Authority (ARTA) explored an academic partnership with Bukidnon State University (BukSU) on November 11, 2025, following a courtesy visit by ARTA Deputy Director General for Operations and the ARTA Concurrent Director for Finance and Administrative Office, Dr. Lea-Grace B. Salcedo, to the university campus, with the primary agenda being the formal initiation of discussions on the proposed offering of the Master in Public Administration – Major in Regulatory Management System (MPA-RMS) program offered at the main campus of BukSU.

This pioneering graduate degree aims to strengthen institutional capacity and professional development by equipping students with specialized knowledge in regulatory reform.

In line with ARTA’s mandate to advance digital transformation and regulatory reform, the partnership is set to reinforce cooperation between the government agency and the state university. This effort supports the national call for a more efficient and transparent bureaucracy under the Bagong Pilipinas direction.

University President Dr. Joy M. Mirasol shared the institution’s efforts through the Hexahelix Framework of governance, including the SMART BUKSU One App and other EODB advancements, demonstrating the university’s commitment to streamlined government service delivery.

The ARTA delegation, which included Regional Chief Dr. Jutchel L. Nayra and Deputy Director General for Operations Dr. Lea-Grace B. Salcedo, held a roundtable discussion at the Audio-Visual Center, covering the preparation and readiness of BukSU to offer such a program.

Participants included the BukSU Executive Committee, Public Administration students and faculty from the College of Public Administration and Governance, and student leaders, ensuring a wide-ranging discussion on the future of regulatory governance.

ARTA and BukSU viewed this academic alliance as a step in cultivating public servants who are not only efficient and accountable but are also equipped to drive regulatory innovation for a Red Tape free country. (BukSU- Information Unit)
