MALAYBALAY CITY – The Civil Service Commission featured three civil servants from their Honor Awards Program (HAP) Story and Lingkod Bayan Diaries (LBD) online segments in time for this year’s Search for Outstanding Government Workers.
The campaign features Ms. Lucia Jacinta S. Benter, Medical Technologist I of the Municipal Government of Benguet, Mr. Cedric D. Daep, Head of the Provincial Disaster Risk Management Office of the Provincial Government of Albay, and Mr. Rico B. Galinato, Assistant Provincial Agriculturist of the Provincial Government of Dinagat Islands.
The contributions of the three civil servants will be shared on bulletin boards and social media pages so that it will be known to more government employees and inspire them to follow suit, said CSC Public Assistance and Information Office Maria Luisa Salonga-Agamata, in her letter to BukSU President Dr. Oscar B. Cabańelez.
The CSC released their anthology online to inspire other kawani or civil servants through short videos and interviews of outstanding public servants.

Ms. Benter was recognized in the annual Search for Outstanding Government Workers for her responsiveness to the people of La Trinidad, Benguet during the COVID-19 pandemic, ensuring that the infection is well-managed and spread of the virus averted with the extensive swabbing and contact tracing activities she led.
She was on-call to conduct swab tests on both the living and the dead, regardless of weather conditions and terrain and even during holidays and weekends. As the lone medical technologist of the municipality, she rendered laboratory services, working extra hours, and days without additional compensation.
Similarly, Mr. Daep was recognized for his outstanding performance in safeguarding and empowering the citizens of Albay, allowing the province to be resilient to natural calamities.
He institutionalized the Albay Public Safety and Emergency Management Office (APSEMO) which provided the framework for the Philippine Disaster Risk Reduction and Management Act of 2010. Through APSEMO, an early warning system was set-up, communication protocols were approved, pre-emptive evacuation, and needs analysis was institutionalized.
Mr. Galinato, recognized for being a trailblazer of organic agriculture, introduced Integrated Diversified Farming System which sustained the health of soils, ecosystems and people of Dinagat Islands.
Through the said system, the 75.2 hectares of the island considered viable farming in 2013 expanded to 151 hectares of agricultural land, laudable accomplishment given that the island is a mining reserve and its soil is highly acidic, rocky, sandy, and barren. By setting up the Provincial Trading Post, he opened avenues for farmers to sell their produce.
