BukSU Officials and Team Earn 2026 Gawad Lingkod Bayani Regional Recognitions

Bukidnon State University (BukSU) has four regional winners in the 2026 Civil Service Commission (CSC) Gawad Lingkod Bayani Awards, with one of its awardees advancing as a national finalist. The recognitions cover individual and group categories and draw attention to work in digital governance, environmental management, early childhood education and indigenous peoples’ leadership.

The CSC Gawad Lingkod Bayani is an annual search for outstanding government workers. It recognizes civil servants who have made outstanding contributions to public service and demonstrated exemplary behavior in the performance of their duties.

Let’s get to know the BukSU officials and team recognized as regional winners and a national finalist, whose public service has contributed to the university and extended its impact to the communities they serve.

Gawad Lingkod Bayan ng Pangulo (Individual)

Dr. Lorenzo B. Dinlayan III, regional winner and national finalist

BukSU’s professor and head of Student Leadership whose work brings academic research into indigenous governance, cultural preservation and youth leadership. His research on Indigenous Peoples Mandatory Representatives contributed to the development of City Ordinance No. 1025, or the Ipa Bis-ay Ordinance, which institutionalized support for 46 Barangay IPMRs in Malaybalay City. He also worked on GALLI, a bilingual cultural work, and developed the Katipan Pedagogy for youth leadership.

Dante S. Victoria Jr., regional winner

BukSU’s Vice President for Administration and Finance. His accomplishments include leading Project ENDEAVOR: Upscaling BukSU Operations through Smart Campus Solutions, a CHED-funded initiative covering fiber optic connectivity, a Learning Management System and improved internet bandwidth. The project enabled approximately 15,000 students and faculty to access flexible learning and supported administrative operations through integrated digital systems. Victoria also spearheaded the E-Report Mo System and initiated the BukSU One App, which provides mobile access to academic, administrative and support services.

GAWAD PAGASA

Rosanna S. Generato, regional winner

BukSU’s Chief Administrative Officer has worked on environmental compliance and sustainability initiatives at the university. Her work included securing Environmental Compliance Certificates for the Main Campus, Annex A and Annex B from the Environmental Management Bureau of the Department of Environment and Natural Resources. She also led the university’s SMART & Green Campus roadmap and established a carbon tracking system. Under her initiatives, BukSU recorded a #1 ranking in Mindanao, 7th in the Philippines and 358th globally in the 2025 UI GreenMetric World University Rankings. Through her solid waste management program, the university diverted 113,062 kilograms of waste in 2023, while its reported waste reduction rate reached 87.4% in 2025.

BukSU Early Childhood Education Department Extension, regional winner

These College of Education faculty members are recognized for their extension project Empowering Child Development Workers’ Classroom Management and Pedagogy. The project trained 72 child development workers and teachers from all districts of Malaybalay City through printed modules, video lectures and online mentoring. The trained educators collectively reached an estimated 3,500 to 3,700 young learners. The project later led to Uplifting Skills for Well-Advanced Growth (USWAG), a 2025–2028 province-wide initiative targeting 20 municipalities and 2 cities in Bukidnon. (BukSU – Information Unit)
