BukSU Professor Named National Semifinalist for CSC’s Gawad Lingkod Bayan ng Pangulo

The Civil Service Commission (CSC) has named the Bukidnon State University (BukSU) Professor V, Dr. Lorenzo B. Dinlayan III, one of the 10 national semifinalists (individual category) for the 2026 Gawad Lingkod Bayan ng Pangulo, a category that recognizes public servants whose work has created nationwide impact.

The recognition follows years of work that applied academic research to public governance, indigenous rights, cultural preservation, and leadership development.

One of the initiatives featured in his nomination traces its roots to his doctoral research on the participation of Indigenous Peoples Mandatory Representatives (IPMRs) in barangay governance.

Instead of ending as an academic study, the research became the foundation for City Ordinance No. 1025, or the “Ipa Bis-ay” Ordinance, adopted by the City Government of Malaybalay.

Within BukSU, Dinlayan also pursued policies intended to integrate indigenous heritage into university life.

As BukSU’s Director for Student Leadership and Development, he institutionalized “Anlaw ta Binukid,” a Board of Regents-approved observance that includes traditional attire, Binukid greetings during official functions, and selected research and extension initiatives involving indigenous communities.

The observance involves students, faculty, and staff across BukSU’s campuses while incorporating local culture into university programs.

Dinlayan also authored “GALLI,” a bilingual publication created to support the preservation of the Binukid language. Used by more than 10,000 students and faculty, it provides instructional material for mother tongue education and language learning.

Leadership development also features prominently in the nomination through the “Katipan” Pedagogy, a framework that combines indigenous values with concepts in governance and public administration to prepare future community and public sector leaders.

The Gawad Lingkod Bayan ng Pangulo is the CSC’s highest recognition under its public service awards program. It honors individuals and groups whose contributions have produced significant impact on public service across the country.

As part of the selection process, the CSC is inviting the public to submit feedback on the national semifinalists until August 12, 2026 through its online public feedback platform.
