Bukidnon State University (BukSU) and the Local Government Academy (LGA) signed a memorandum of agreement to establish a partnership focused on capacity development for local government units.

The signing ceremony was held at the university’s board room on April 8, 2026, and brought together officials from both institutions. The agreement covers the joint implementation of two initiatives: Local Empowerment through Assessment and Development in Mindanao (LEAD Mindanao), which focuses on mapping competencies of local leaders and administrators in Northern Mindanao, and the enhancement of the Basic Orientation Course for Barangay Officials under the Barangay Newly Elected Officials (BNEO) program within the Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays framework.

The memorandum sets a framework for collaboration covering capacity development, knowledge and information systems, public education, and institutional linkages. It also defines responsibilities for each party, including coordination with local government units, development of training activities, and preparation of project outputs and reports.

Under the agreement, LGA will provide technical and financial support, including staff deployment and project monitoring. BukSU will lead research, product development, and implementation activities, including data gathering, analysis, and training delivery.

The partnership will run until December 31, 2026, with the option for extension based on evaluation by both parties. (with information from Feb Gorgonio/ Public Administration Staff)
