Bukidnon State University President Dr. Joy M. Mirasol presented a flagship research proposal titled “Inclusive Growth and Well-Being in Northern Mindanao: Pathways Out of Poverty through Literacy and Mental Health” during the Social Development Committee – Region X (SDC-X) 4th Quarter Meeting held on November 19, 2025.

As the research program leader, Dr. Mirasol highlighted the poverty-development paradox and the critical intersection of literacy, mental wellness, and poverty reduction in the region. Her presentation underscored the need for integrated and data-informed interventions that address both educational access and mental health support, particularly for vulnerable and disadvantaged communities. The research initiative aims to produce evidence that can guide regional strategies for advancing human development and reducing poverty in Northern Mindanao.

The committee commended the proposal for its strong alignment with the Sustainable Development Goals, the Northern Mindanao Regional Development Plan, and the Regional Development and Policy Research Agenda. The committee noted that the research addresses a timely and urgent social development gap and emphasized its potential to contribute to long-term regional planning and policy formulation.

Dr. Mirasol was joined by several members of the BukSU study team: BukSU CARES Director Dr. Xyle Fe A. Verbal, College of Education faculty member Dr. Shaunell Mary J. Sayson, and Presidential Management Staff Director Joanne Vivien B. Necosia. Planning Officer III Engr. Celil May R. Ylagan also represented the university during the proceedings.

The rest of the SDC-X meeting covered various social development concerns across Region X. Regional agencies presented updates on adolescent health programs, reproductive health initiatives, and youth-focused interventions aimed at reducing vulnerabilities and improving well-being. The committee also reviewed policy items for endorsement, including budget proposals, priority health plans, and investment programs for 2026–2028. The session concluded with announcements and agreements consolidating the next steps for regional development efforts.

The participation of BukSU in these discussions reflects its growing role in regional research collaboration and evidence-based policy development. (Ms. Joanne Vivien B. Necosia/ Director, PMS)
