BukSU satellite campus director honored at Malacañan Palace

Bukidnon State University’s Director for the Satellite Campus Management Office Dr. Albert A. Villanca was among government officials nationwide who received the 2025 Gawad Pagasa Award from the Civil Service Commission (CSC) on January 28, 2026, at Malacañan Palace.

Villanca was one of five individual recipients nationwide under the 2025 Gawad Pagasa individual category. This year, a total of 24 individuals and six teams were recognized across all award categories.

The Gawad Pagasa Award is part of the CSC’s Honor Awards Program, which recognizes government employees whose work has resulted in outcomes affecting multiple sectors of public service.

Villanca was cited for his management of Bukidnon State University’s satellite campuses across the provinces of Bukidnon and Misamis Oriental. His work contributed to the revitalization of these campuses and supported the expansion of the university’s services in rural and underserved areas.

Under his leadership, BukSU secured more than ₱1 billion in national government funding for infrastructure and operations. These efforts also facilitated the establishment of 16 satellite campuses serving indigenous peoples, indigent learners, and working students.

Villanca also led initiatives that resulted in 100% compliance with Commission on Higher Education standards for 30 curricular programs, enabling the delivery of quality-assured degree programs in rural communities.

“To everyone who contributed [to this achievement] in one way or another, please know that I am truly thankful, deeply grateful, and profoundly blessed,” posted Villanca in his social media page. “This recognition is as much yours as it is mine.”

He attended the awarding ceremony with his family and BukSU President Dr. Joy M. Mirasol. His work was cited as an example of inter-agency coordination involving the university, the Department of Budget and Management, and various local government units.

The Pagpupugay 2025: Parangal para sa mga Lingkod Bayani ceremony was led by CSC and honored public servants under three categories: Gawad Lingkod Bayan ng Pangulo, Gawad Dangal ng Bayan, and Gawad Pagasa.

Award recipients received gold-gilded medallions, plaques, and cash incentives ranging from ₱100,000 to ₱200,000. Some awardees were also granted eligibility for automatic promotions and scholarships for themselves or their beneficiaries.

Following the ceremony, awardees participated in networking activities facilitated by the National Honor Awards Program Secretariat to support the exchange of practices among government agencies. (BukSU – Information Unit)
