
Bukidnon State University (BukSU) officials earned recognitions from the Civil Service Commission (CSC) Region X during the Parangal ng Pasasalamat held in Cagayan de Oro City, as part of the 125th Philippine Civil Service Anniversary celebration themed “Bawat Kawani, Lingkod Bayani: Puso, Dangal at Galing Para sa Bayan.”
BukSU’s Chief Administrative Officer for Administration, Ms. Rosanna S. Generato, was named Regional Winner of the Dangal ng Bayan Award, which honors public servants who exemplify outstanding ethical conduct and performance.
The Dangal ng Bayan Award is one of the three honor awards under the CSC’s Honor Awards Program or Gawad Lingkod Bayani. It is conferred on individual government employees who have performed extraordinary acts of public service and consistently demonstrated exemplary ethical behavior.
With 17 years of service, Generato has been recognized for her integrity, transparency, and transformative leadership. She institutionalized corruption-free procurement systems, championed sustainability initiatives that elevated BukSU to the top rank in Northern Mindanao under the UI GreenMetric World University Rankings, and ensured 100% compliance in public accountability requirements. She also spearheaded workplace justice reforms, resolving 95% of harassment cases under the Committee on Decorum and Investigation.
A proud lumad of Bukidnon, Generato integrates cultural identity into her leadership. She initiated programs promoting nationalism, patriotism, and inclusivity while advocating Indigenous People’s rights and education. Her leadership has earned BukSU national and international recognition for governance, sustainability, and integrity.

Generato said the recognition is both a personal milestone and a reminder of the values she upholds in public service.
“Winning the Dangal ng Bayan Award is a profound honor that represents not only personal achievement but also a humbling reminder of BukSU’s core values of Excellence, Professionalism, Integrity, Commitment, and Culture Sensitivity,” she said. “I thank God above all for His grace and guidance, and this recognition challenges me to live out these values more fully in my service.”
“I wholeheartedly dedicate this recognition to my family and relatives, colleagues, mentors, friends, teachers, the top management, and the entire Bukidnon State University community who continue to inspire and support me in this journey,” Generato added.
Meanwhile, Dr. Albert A. Villanca, BukSU’s Director for Satellite Campuses, was recognized as a Regional Semi-Finalist for the Gawad Pagasa Award. The recognition came with a certificate and a P20,000 cash prize from CSC Region X. As a semi-finalist, Dr. Villanca automatically qualified for the national level, where he was earlier announced as one of this year’s National Winners of the Gawad Pagasa Award. The official awarding ceremony is scheduled at Malacañang Palace on a later date.

Dr. Villanca was cited for his transformative leadership in revitalizing BukSU’s satellite campuses, which now total 16 across Bukidnon and Misamis Oriental, expanding educational access to underserved communities. His governance has been instrumental in making BukSU a strong regional higher education institution.
“This honor inspires BukSU to continue shaping a culture of service that uplifts not only our university but also the lives of those we serve,” said BukSU President Dr. Joy M. Mirasol. “It is even more meaningful that Ms. Generato and Dr. Villanca, who were recognized in our 2024 BANSAGEN Awards, now shine on the regional and national stage.”
Aside from the individual recognitions, BukSU was also honored as a Partner Agency of CSC. The award was received by Dr. Janne Claudian C. Salvaña, Human Resource Management Officer III, on behalf of Mirasol.
