ARTA Conducts Onsite Inspection of Bukidnon State University Campuses

The Anti-Red Tape Authority (ARTA), through its Northern Mindanao Regional Field Office, conducted onsite inspections of Bukidnon State University (BukSU) as part of its continuing compliance monitoring under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The inspections were conducted at BukSU’s Baungon Campus on July 23 and at the Main Campus in Malaybalay City on July 25. These spot checks aim to ensure that government agencies uphold the provisions of the law and relevant ARTA memorandum circulars promoting streamlined processes, client-centered services, and institutional transparency.

At the Main Campus, the inspection team was led by Dr. Jutchel Nayra, Chief of the ARTA Regional Field Office in Northern Mindanao, together with Christian P. Bahian. The team was welcomed during a courtesy call with BukSU President Dr. Joy M. Mirasol, who also participated in the exit conference held later in the day. The ARTA team assessed the university’s adherence to service efficiency, accessibility, accountability, and citizen engagement standards.

BukSU Main Campus earned commendation for its strong institutional compliance and citizen-focused service delivery. Central to these efforts is the Client Care Center, established in August 2024, which serves as the university’s ARTA Unit and secretariat of the Committee on Anti-Red Tape (CART), led by Dr. Richard Ian Mark Necosia. The SMART Dialogue platform, launched in 2023, further strengthens stakeholder engagement and feedback resolution.

The university was also praised for its accessibility and client care improvements, including priority lanes, ramps, elevators, informative signage, and designated waiting areas. Clear transaction windows, QR codes for online services, and an updated ARTA Compliance Corner reflect BukSU’s commitment to efficiency, transparency, and public trust.

Meanwhile, the Baungon Campus was visited by a separate ARTA team composed of Atty. Daphne B. Lunsayan, Mr. Harold Oga, and Ms. Joan Mae B. Quilang. The campus received commendation for its proper documentation of ARTA compliance records, visible QR codes for client feedback, and the presence of an ARTA Wall and directional signages that enhance client navigation and convenience.

ARTA emphasized that these inspections support its broader mandate to institutionalize ease of doing business and uphold citizen-focused governance. The Authority also reminded government agencies that, under Section 8 of RA 11032, agency heads are primarily accountable for ensuring efficient and reliable service delivery to the public.

The inspection activities were closely coordinated by the BukSU Client Care Center, which ensured the smooth conduct of the onsite visits in both campuses in line with the university’s commitment to transparency, accountability, and continuous improvement in public service.
