COB Faculty Attend Taiwan-Philippine Innovation Forum

MALAYBALAY CITY (IPS) Two faculty members of the BukSU College of Business were among the five-person delegation from Mindanao to the Taiwan-Philippine Policy and Social Innovation Forum in Tunghai University, Taichung on January 18 to 27. 2019.

Dr. Lorenzo B. Dinlayan, III, Chairperson of the BukSU Government Affairs Department and Dr. Venessa A. Garcia, Program Coordinator, Master of Management and con-current Quality Assurance Coordinator, were able to attend the forum.

The Philippine Society for Public Administration (PSPA) board conceptualized the forum aimed at enhancing collaboration between the Philippines and Taiwan in terms of academic and socio-political agreements and discourses. The Taiwanese government funded the 10-day forum in partnership with the Department of Public Management and Policy of Tunghai University.

Dinlayan, con-current program coordinator of the BukSU Master of Public Administration and Doctor of Public Administration, said all applicable systems in Taiwan could be contextualized in the Philippine setting. The syllabi and lessons on Public Policy and Globalization may be adjusted to foster international collaboration and compete with other universities. The local government, in terms of socio-economic and political development can also learn from the Taiwan experience, if contextualized and applied.

He cited that one amazing realization in the 10-day journey is Taiwan’s “S-O-S” mechanism.

“There is a very impressive system the government has strictly enforced across all processes. It can be observed that there is system in many ways such that almost 100% are technology driven or assisted,” he added.

He said the Taiwan government is now considering an Anti-Typhoon mechanism. There is also order in public places visited by the forum participants.

“Everything is timely such as the arrival and departure of public utility transportation services. In other words, time is not wasted waiting for the transportation that would ferry you from one destination to the other. That matters,” he said.

Dinlayan said they also saw a lot of relaxing open spaces in parks and main thoroughfare specifically in Taiwan’s three major cities; Taipei, Kaohsiung and Taichung.

“The space in general is well managed and the environment is well protected through citizen participation,” he added.

Dinlayan also cited social enterprise, innovation and participatory budget.

“One of the most reflective initiatives is the inclusion of the needs of the persons with different (PWD) abilities to almost all systems including but not limited to transportation, restaurants, hotel and leisure.

He said a good start to apply some of the lessons is to present a draft of an ordinance in addressing the issues confronting the PWDs to the committee chair of the Sangguniang Panlungsod (city council).

The other members of the Mindanao delegation were Dr. Rosalito Quirino of University of Science and Technology of Southern Philippines (USTP), Chancellor Sukaro Tanggol of PSPA – Mindanao State University and Mr. Mark Lemuel L. Garcia of the Philippine Society of Public Administration (PSPA) BukSU and LGU Malaybalay City.

Tunghai, with 17,000 students and 500 active lecturers, is one of the highly reputable and leading universities in Taiwan. It houses a total of nine colleges; namely, Arts, Science, Engineering, Management, Social Sciences, Agriculture, Fine Arts and Creative Design, Law and International College. (Ana Ninfa B.
