BukSU to hold GAD planning, budgeting seminar-workshop

MALAYBALAY CITY (14 January 2020) The Bukidnon State University Gender and Development Office is spearheading the conduct of a GAD planning and budgeting seminar workshop for all unit and office heads next month.

The seminar-workshop will be held in a private resort on February 5 to 6, 2020. Members of the GAD Focal Point System (GFPS) are expected to attend the event. The GFPS ensures the assessment of gender responsiveness of the university based on the needs and concerns of various stakeholders. They also lead the monitoring and evaluation of the gender sensitivity of BukSU projects and activities.

This and other GAD projects of BukSU in 2021 will be done in conformance to the Philippine Commission on Women (PCW)-NEDA-DBM Joint Circular No. 2012-01 implementing Republic Act 9710 or the Magna Carta for Women and CMO No.1 series of 2015.

Among the FPS members expected to attend the workshop are the Deans and Chairperson of the colleges.

The participants will detail plans of activities involving students and employees to address gender issues in relation to gender and development.

After planning, the GAD FPS will also do the budgeting for the activities. BukSU is mandated to use at least 5 percent of its approved budget for GAD under the annual General Appropriations Act (GAA). The Gender and Development budget is the cost of implementing each activity indicated in the university GAD plan.

Gender and development an interdisciplinary field of research and applied study that implements a feminist approach to understanding and addressing the disparate impact that economic development and globalization have on people based upon their location, gender, class background, and other socio-political identities (Fernandes, 2015).

Gender mainstreaming is the main strategy to implement Republic Act 9710 or the Magna Carta of Women (MCW) and the subsequent effectivity of the law provided the Philippine Commission on Women (PCW) with a fresh and expanded mandate as oversight body and authority on women’s concerns, as a catalyst for gender mainstreaming and as a lead advocate of women’s empowerment.

The implementation is pursued by integrating the gender perspective in government policies, plans, programs, activities and projects (PAPs) to carry out the law’s procedural, policy and sectoral program requirements. The GAD plan seeks to address identified women and gender issues through specific activities and the GAD budget is the amount required to implement the GAD plan. GAD plan and budget is part of the agency’s overall annual work plan and budget which is submitted to the Commission on Higher Education and Philippine Commission on Women through Gender Mainstreaming Monitoring System.  (With reports from Ms. Lovelyn Jane F.
